BACKGROUND 

ABOUT THE MASTERCARD FOUNDATION 

The Mastercard Foundation works with visionary organizations to enable young people in Africa and Indigenous communities in Canada to access dignified and fulfilling work. It is one of the largest private foundations in the world with a mission to advance learning and promote financial inclusion to create an inclusive and equitable world. It was established in 2006 through the generosity of Mastercard when it became a public company. The Foundation is an independent organization, and its policies, operations, and program decisions are determined by its own Board of Directors and senior leadership team. It is a registered Canadian charity with offices in Toronto, Kigali, Accra and Nairobi, Kampala, Lagos, Dakar, and Addis Ababa. 

ABOUT THE MASTERCARD FOUNDATION CENTER FOR INNOVATIVE TEACHING AND LEARNING  

The Mastercard Foundation Centre for Innovative Teaching and Learning in ICT (CITL) supports the growth of an impactful African EdTech ecosystem that can catalyze innovation and advance promising practices in the use of ICT in learning and teaching to benefit African learners, educators, and policymakers.  It does this by supporting countries in Africa to create a blended learning approach and a network of local EdTech companies to support learners at all levels.

CITL’s Strategic Roadmap Briefing Note (SRBN)  details the specific areas that CITL will focus on in the next 5 years. 
 

ABOUT EDTECH MONDAYS 

CITL launched EdTech Mondays, as a platform to facilitate critical conversations on the use of technology for teaching and learning by bringing together key stakeholders that include policymakers, EdTech entrepreneurs, development partners, teachers, and parents. Ed-Tech Mondays helps to disseminate ‘what works’ in harnessing technology to improve education policy and practice using technology. 

An integrated, Africa-wide conversation of EdTech Mondays airs monthly on CNBC Africa and Mastercard Foundation Young Africa Works Facebook Page.  Aligning to the monthly Africa theme, Mastercard Foundation offices in Rwanda, Kenya, Ghana, Uganda and Nigeria, in partnership with local EdTech support organizations, disseminate the discussions with local context, experts, nuances and case studies. 

In 2022, we have built on our 2021 discussions and integrated a feedback mechanism that will allow us to gauge the impact of these discussions to the reality on the ground.  We want to ensure that the recommendations that are coming out of these discussions are being implemented.  We are also taking on the issue of inclusivity; how do we ensure that we are building back better and that no one is left behind! 

We would like to expand our EdTech Mondays from 2023 to facilitate similar conversations in West African Economic and Monetary Union (WAEMU).  Based out of Senegal, this platform will operate in a similar mode as EdTech Mondays Africa show and will have parallel objectives: 

  1. Create an engaging platform for interactive dialogues around various areas of convergence between education and technology that is specific to the context of  WAEMU  
  1. Become a resource for information on various topics: progress, challenges and opportunities of EdTech in Francophone Africa through policymakers, EdTech community, development partners, other education stakeholders and users (educators, students, parents) 
  1. Inject vibrancy into the EdTech sector in WAEMU. Foster new partnerships and spur the development of EdTech solutions to bridge the challenges identified 

We are seeking a partner that will co-design and implement the EdTech Mondays platform in WAEMU s.  The potential partner needs to demonstrate: 

  • Knowledge on education and technology 
  • Network and ability to connect to various Education and Technology stakeholders across the  WAEMU countries 
  • Capacity to implement the program as identified in Appendix A
     

Proposal Specifications  

English and French copies of proposals should be sent to apouye@mastercardfdn.org by April 28, 2023. Proposals should include: 

  • A maximum 4-5 page word or pdf document outlining proposed approach to conducting the assignment, including proposed methodology and assumptions made, proposed timelines and budget. 
  • A company profile including team structure and bios. This can be attached as an annex.   

APPENDIX A: SCOPE OF WORK 

Show Preparation 

Media Selection  

  • Selection of a Media House/channel: This includes determining whether to broadcast the show on TV, Radio or both, depending on what is most suitable for the target audience. Select a media channel that covers the widest reach of the target audience (teachers, students, parents, Education stakeholders such government agencies, development partners etc.) across WAEMU 
  • If multiple media channels are necessary, then a breakdown of the coverage is required for each channel 
  • Secure a broadcasting timeslot (max 40 minutes) best suited for optimum viewership/listenership 
  • Selection of a host/moderator.  The host of the show will also moderate.  Usually, media channels will dictate the host/media personality to use. It is important to select a host who can quickly grasp education and technology affairs. The show’s popularity and success may also depend on the show host and moderator 
  • Sign language interpreter is advised for visual shows

Logistics 

  • Co-create with the Foundation in developing the theme for each show  
  • Identify and recommend panelists for each show  
  • Upon approval, invite and engage the panelists 
  • Coordinate with the moderator to prepare for each show  
  • Prepare guiding notes for the panelists and moderator 
  • Collect needed information from the panelists i.e., bios, their images and designation, to be shared with the moderator and for use on the promo material 
  • Collect any relevant photos or videos that showcase aspects of the panelist programs pertaining to the EdTech Monday discussion. These images/videos will be incorporated into the edited video to improve the production value for the final show. 

Production 

Recording  

  • Develop a shooting plan for each show 
  • Develop the interview questions with the moderator 
  • Identify and lock down the shooting locations 
  • Coordinate set up and shooting schedule with the production team 

 Editing 

  • Assemble raw footage captured and package it into a 45-minute show 
  • Create a 1-minute promo video to be aired on mainstream and digital in coordination with the Foundation production team 
  • Create a 1-minute audio promo for radio (In countries airing on radio stations) and digital in coordination with the Foundation production team 
  • Design the promo poster, aligned to the guiding template shared 
  • Share final episode and all raw material with the Foundation content team for archiving 
  • Share final episode to be aired with the media house  

Digital 

Pre-show 

  • Develop an overall social media strategy for EdTech in WAEMU coordinated with in- country communication agencies 
  • Develop a monthly social media promo plan to run 5-7 days before each episode 
  • Distribute the promo material aligned to the promo plan for each episode, upon approval from the Foundation team 
  • Coordinate and share the promo material and a content plan with the media house for each episode 
  • Monitor to ensure the promo materials are published by the media houses 

 Post-show 

  • Develop a post-show social media plan 
  • Monitor conversations on social media and share a summary of the feedback with the Foundation team 

Reporting  

Post-show 

  • Prepare a detailed report on engagement achieved on both social and mainstream media for each show. This should include:  
  • Engagement and mentions 
  • Audience demographic 
  • Audience feedback- We will share a feedback mechanism that will be used to collect feedback and channel the same back to the Foundation to action 
  • Audience sentiments 
  • Hashtag performance 
  • Recommendations
